It has refused to comment on the State government’s proposal to set up three capitals, maintaining that it is sub-judice. It further said that the State government had not consulted the Centre while enacting the three-capital Acts. The Union government’s statement comes as a huge surprise even as political and legal debate continues on the State government’s decision to go ahead with its proposal and Chief Minister Y.S. Jagan Mohan Reddy’s resoluteness to shift the capital from Amaravati to Visakhapatnam, now being touted as Executive Capital. In a written reply to an unstarred question posed by YSR Congress Party member V. Vijaya Sai Reddy in the Rajya Sabha on Wednesday, Union Minister of State for Home Affairs Nityanand Rai said that as per the A.P. Briefing mediapersons on the resolutions adopted by the National Congress on the second day, CPI national secretary K Narayana, senior leaders Amarjeet Kaur and Atul Kumar Anjan, and State secretary K Ramakrishna stated that Amaravati should be continued as the only capital of the State and Chief Minister YS Jagan Mohan Reddy should give up his move to set up three capitals. The proposal of setting up a legislative capital in Amaravati, an executive capital in Visakhapatnam and a judicial capital in Kurnool will cause a rift among people of three regions, they said. Narayana said the CPI backs Amaravati as the only capital of Andhra Pradesh and in fact its demand was to make Bezawada region as the capital given its geographical advantage even before the then TDP government had decided to set up capital in Amaravati. “The decision on capital was accepted by all, including YS Jagan Mohan Reddy, who was the Leader of Opposition at that time. However, after he came to power, Jagan took a U-turn and came up with the three-capital proposal for his selfish interests. His decision has left the State without capital even eight years after bifurcation,” he said. The chief minister further announced that the state government is organizing the ‘Global Investors Summit’ in Visakhapatnam on March 3 and 4. He invited the states to Andhra Pradesh's capital city and summit. “I request all of you to not only come over there but also put in a strong and good word to your colleagues abroad to come and visit us. Minister of State for Home Nityanand Rai informed the Rajya Sabha on Wednesday that Amaravati remains the capital city of Andhra Pradesh and the government has learnt from media reports that the State government has withdrawn a law to create three capital cities. The Minister, during the Question Hour in the Upper House, also said the division of assets between Andhra Pradesh and Telangana, as per the Andhra Pradesh Reorganisation Act, can be speedily undertaken with mutual agreement and the Centre can only act as a coordinating agency. Responding to BJP (Bharatiya Janata Party) leader G.V.L. Narasimha Rao’s query on “confusion” over the capital city of Andhra Pradesh, the Minister said the State government has the right to take a decision on creating a capital city.
