How much have the numbers increased in comparison with the corresponding period last year and what is the percentage of migrant workers, who have come back to their native villages, in the total number? The number of Last year, we undertook a Kaam Maango Abhiyan (demand the work campaign) for generating awareness about the scheme and its provision for unemployment allowance. We generated 29.42 crore mandays in 2018-19 and 32.89 crore mandays in 2019-20. Both in terms of the mandays generation and the number of persons completing 100 days, the achievement of 2019-20 was the highest since the scheme’s inception. The State has been doing well in MGNREGA for several years, but the unprecedented increase in demand in May and June is because of the livelihood crisis in the rural areas caused by the COVID-19 lockdown and pressure from the migrant labourers. Which district has registered the highest number of MRNREGA workers during the pandemic? Are there districts which have witnessed a significant increase in the number of labourers demanding work? Except four or five districts, almost all have witnessed a significant increase in the labour demand under the MGNREGA. Bhilwara has registered the highest number of workers during the pandemic. Explained

The story so far: The Indira Gandhi Urban Employment Guarantee Scheme has rolled out in Rajasthan with the objective of providing economic support to the poor and needy families living in the cities through work to be provided on demand for 100 days in a year. The Congress government has touted it as the country's biggest scheme to give guaranteed jobs to the people residing in cities, on the lines of the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) for villagers started by the UPA government at the Centre in 2006. Who are eligible to get jobs? Those in the age group of 18 to 60 years residing within the limits of urban local bodies are eligible to demand and get employment in the identified segments. There is no income limit, though the poor and destitute people, especially those who lost their livelihood during the pandemic, will be given preference. More than 3.5 lakh people across the State have got themselves registered under the scheme so far and job cards have been issued to 2.25 lakh of them. A budgetary provision of ₹800 crore, announced by Chief Minister Ashok Gehlot in the State Assembly earlier this year, has been made for the scheme in 2022-23. At least 50 persons in each ward of urban local bodies will be given employment and the work permitted under the scheme will be approved and executed through committees at the State, district and local body levels. The State government will also reward the municipal bodies doing good work under the s...

Women Occupy More Than 50% Of MGNREGA Mates’ Position In Rajasthan

By Amarpal Singh Verma The issue of 33% reservation for women in Parliament and State legislatures has faced several obstacles. Not just in democratic institutions, sharing power seems to be a cause of disagreement even when it comes to schemes such as the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA). Six months ago, when the Bhilwara administration declared that all MGNREGA mates in the district will henceforth be women, many men protested as they were not interested in working under women. While men claimed the move was “unconstitutional”, women were a happy lot. “ Why are men jealous? We have to do physical labour even as a mate, for which we are paid Rs 235 per day. How does it hurt men when a poor village woman is able to earn this much money?” Bhupendra Kaur, a mate in Hanumangarh district’s Chak Buhd Singh village, told 101Reporters. Bhilwarais no exception. In fact, Rajasthan government’s decision to fill more than 50% of the mate positions across the State with women has been met with resistance. Though the decisionwas made around seven years ago, it was not implemented properly. With the number of women mates still low across Rajasthan, ...

Rural Labour Market and Farmers Under MGNREGA in Rajasthan

This paper analyses changes in labour market in rural Rajasthan after the introduction of MGNREGA in April 2006. The study attempts to answer the following questions: (1) How does MGNREGA influence rural labour market? (2) Which segment of the labour force seeks job under MGNREGA? (3) What are the MGNREGA-induced changes in agriculture and allied sectors? Marx’s concept of relative surplus population is used to analyse different categories of labours participated in MGNREGA. The study is based on a sample survey of 400 rural households randomly selected from four districts in Rajasthan. The study found that there was a substantial fall in the amount spent per rural household under MGNREGA in Rajasthan since 2011–2012. Moreover, MGNREGA has not been effective in attracting crisis-ridden farmers and farm labours because of its irregular employment and a lower daily wage rate as compared to spot wage. Rural labours, whose reservation wage is less than or equal to wage rate in MGNREGA, do supply labour to the Scheme, and a major share of the workforce in MGNREGA has never been part of the labour market nor do they intend to participate outside MGNREGA. It was found that large and medium farmers wanted to stop MGNREGA in agriculturally prosperous districts. Conversely, in agriculturally less developed districts in Rajasthan, large farmers did not hold MGNREGA responsible for labour shortage and wage hike in the farm sector. The spate of suicides reported from six districts in V...
