खूंटी एसपी अमन कुमार के मुताबिक एक जुलाई को एसडीएम के आवास पर रात में पार्टी हुई थी। पार्टी में आईआईटी मंडी (हिमाचल प्रदेश) के कई छात्र-छात्राएं शामिल हुए। सभी समर इंटर्नशिप के लिए आए हैं। पार्टी में शराब का सेवन किया गया। दर्ज शिकायत में पीड़िता ने बताया कि सात अप्रैल को आईआईटी मंडी के आठ छात्र-छात्राओं को खूंटी जिला की ओर से इंटर्नशिप के लिए बुलाया गया था। सभी 14 जून को खूंटी पहुंचे। एक जुलाई को एसडीओ रियाज अहमद ने छात्रों को अपने आवास पर आमंत्रित किया। इसके बाद उन्होंने शराब मंगवाई और पीने के लिए जोर देने लगे। वे खुद भी शराब का सेवन करते रहे। इस दौरान वे लगातार मुझे गंदी नजरों से घूरते रहे। आवास पर घुमाने ले गए पार्टी खत्म होने के बाद सभी छात्र हेल्थ क्लब चले गए जहां उन्हें ठहराया गया था। एसडीएम ने दो जुलाई की सुबह सभी को अपने आवास पर यह कह कर बुलाया कि आइये आवास दिखाते हैं। इस दौरान अकेला पा एसडीएम अश्लील हरकत करने लगे। पीड़िता वहां से भाग निकली। इसके बाद एसडीएम उसके दोस्तों को फोन करते रहे और आवास पर आने का दबाव बनाते रहे। इसके बाद चार जुलाई को पीड़िता ने खूंटी महिला थाने में एफआईआर कराई। पुलिस ने पीड़िता का मेडिकल टेस्ट कराकर एसीजेएम की अदालत में 164 का बयान दर्ज कराया। जल्द किए जाएंगे निलंबित रियाज अहमद मूल रूप से महाराष्ट्र के नासिक के रहने वाले हैं। उनकी पत्नी भी प्रशासनिक अधिकारी हैं जो झारखंड के पड़ोसी राज्य में तैनात हैं। रियाज की गिरफ्तारी की सूचना खूंटी डीसी ने कार्मिक विभाग को भेज दी है। ऐसे में बुधवार को विभाग रियाज अहमद को निलंबित कर सकता है ।
