Russian oligarch's Scottish castle estate received £700,000 of public money

Nicola Sturgeon has sought “urgent advice” on the “maximum possible action” the Scottish Government can take against individuals and entities identified as having close links with Vladimir Putin’s regime. The First Minister has responded to concerns that Russian oligarchs with ties to Scotland may continue to receive public money. Russian steel magnate Vladimir Lisin owns the 3000 acre estate of Aberuchill Castle near Crieff in Perthshire which has received large sums of cash through Scotland’s EU Common Agricultural Policy. “Vladimir Lisin is one of the richest men in Russia, and he’s been on the US Treasury Department’s ‘Putin list’ of known Kremlin associates since 2018,” said Scottish Greens MSP Ross Greer. Getty Images President Vladimir Putin has invaded Ukraine with his armed forces. Getty Images “That estate has received just under £700,000 of agricultural subsidies between 2016 and 2019.” At First Minister’s Questions, Greer asked if the Government would urgently review any relevant payment systems to ensure no member of the Russian elite or Kremlin associate would be in receipt of public money in Scotland. The First Minister said she had already sought urgent advice on the “maximum possible action” the Scottish Government could take within its powers against individuals and entities identified as having close links with the Russian regime, whether or not they are currently on the UK sanctions list. “Options that will be examined include, but are not limited to en...

Russian oligarch Vladimir Lisin erects 'bizarre' sign on Aberuchill estate

Alongside the picture of the sign, the former MSP wrote: “This is the rather bizarre sign erected on the Aberuchill Estate owned by Forestborne Ltd., a company registered in the British Virgin Islands and controlled (we understand) by Vladimir Lisin, chair of Novolipetsk Steel and worth c. £20 billion.” The sign, Wightman told The National, is not on any public road, but is within the estate itself. He said the locations listed have further ties to Lisin, whose Novolipetsk Steel firm is one of Russia’s largest. The first, Ivanovo, is a city about 150 miles north east of Moscow, and is Lisin’s place of birth. The second, Novokuznetsk, is a city of around 500,000 people in south western Siberia where Lisin has his largest Russian steel plant. READ MORE: The third, Temirtau, is a city in Kazakhstan where the oligarch has an interest in another metal plant, Wightman says. The fourth is Moscow, the Russian capital. Lisin is reportedly a friend of President Putin, and was the nation’s richest man in 2010. He was also on the US Treasury Department’s sanctions list. The fifth, Foxlodge, is a shooting lodge around 30 miles north of Moscow. Lisin was the president of the Russian Shooting Union (SSR) until late 2020, and is also deeply involved with other such confederations. He is the current president of the International Shooting Sport Federation, and in that position hit out at the decision to move the European Shooting Championship from Russia in the wake of the Ukraine invasion...

The Forbes Ultimate Guide To Russian Oligarchs

By Giacomo Tognini & John Hyatt IN1997, Forbes put the first four Russians on our World’s Billionaires list. These earliest oligarchs got rich during the chaotic privatization of the 1990s, acquiring state-owned assets for pennies on the dollar. After Vladimir Putin rose to power in 2000, he helped make a number of them richer and rewarded his closest cronies by turning them into billionaires. There are 83 Russians on this year’s Billionaires list; we consider 68 of them to be oligarchs. Another 18 oligarchs were billionaires before the war but have lost too much money since the invasion of Ukraine to qualify for our ranking. Two individuals who Forbes and Forbes Russia do not consider to be oligarchs—Andrey Melnichenko and Oleg Tinkov—are included here because they have been sanctioned by the European Union or the United Kingdom. Thirty-four billionaires and billionaire drop-offs have been sanctioned by the U.S., the U.K. or the European Union: 11 after the annexation of Crimea in 2014, the rest since the Ukraine invasion. The sanctions are taking a toll. The Russian stock market was shuttered for 17 days; it reopened on March 24, initially with severe trading limits. The economy is cratering. Yachts, jets and mansions have been frozen. Forbes estimates that these oligarchs—worth a collective $290 billion as of March 11—have lost $240 billion, nearly half of their prewar net worth, since January. Below is our guide to all those sanctioned so far, and a few who could be ne...
